SUMMARY OF POSITION:
The Associate Information Manager contributes to all aspects of assisting with the flow of data into and out of the manual and computerized components of the Natural Heritage data management system. This includes assisting with the appropriate data flow and use among agencies and for the technical aspects of integrating Heritage information systems with data systems in other public and private agencies. The Associate Information Manager will work with the Information Manager in addressing information requests.
The Associate Information Manager is expected to have a strong biological background with well-developed computer skills in order to take full advantage of the GIS capability to perform biologically meaningful environmental review. Working in close association with the Information Manager, the Associate Information Manager will be responsible for acquiring, processing, and analyzing data on species, communities, and managed areas that occur in the state. Other data sets that would assist in conservation efforts will also be imported and developed.
The Associate Information Manager will help with administrative and financial support of the Maine Natural Areas Program (MNAP) office and financial management systems. The Associate Information Manager is responsible for office support functions, and for ensuring compliance with State of Maine and The Nature Conservancy financial policies and practices and will prepare necessary forms, process invoices, and track progress on budgets.
The individual selected for this position will be trained in Natural Heritage Program methodology and will work in close cooperation with all MNAP members. This position is under the direction of the MNAP Coordinator and is funded through projects.
DUTIES:
Assist with maintenance and quality assurance of the Natural Heritage data management system including PC-based database (NatureServe Biotics, ArcView data layers, ArcMap data layers, manual files).
Transcribe information describing locations and biological status of rare plants, natural communities, and other features, including delineating these features in a digital GIS layer.
Enter data into computer files, manipulate and extract data in a variety of formats from computer files, and for electronic transfer of digital and textual data to other offices.
Respond to and interpret data for program information requests, including environmental reviews from local, state, and federal agencies.
Assist with the organization and administration of active grants and contracts by maintaining appropriate documentation, carrying out those procedures necessary for compliance with the State of Maine and The Nature Conservancy?s grant/contract policies and procedures.
Verify State of Maine and TNC financial reports. Maintain internal tracking system for contracts, grants, and special projects. Prepare monthly, quarterly, and annual reports for State accounts and Conservancy budget centers as well as for the program as a whole.
Serve as MNAP Time and Effort Report Coordinator and track time and effort reporting by staff. Provide summarized information to project managers regarding monitoring budgets throughout the year.
Assist with daily office operations including but not limited to reception, phones, mail distribution, petty cash, filing systems, events planning, and machine maintenance.
Supervise interns and volunteers involved with information management including quality control of all work performed by these interns and volunteers.
Assist MNAP staff with special products as needed.
DESIREABLE QUALIFICATIONS :
Bachelor's degree in biology, natural history, or a related field. Comparable work or research experience may be substituted.
Strong computer skills and exposure to database management. Experience with Natural Heritage System methodology, topographic maps, ArcMap, ArcView and MS Word, Excel, and Access desirable.
Strong communication skills. Must be able to write and speak clearly and accurately and convey information on scientific and lay levels.
Strong organizational skills; meticulous attention to detail. Ability to set priorities, to organize time efficiently, and to work independently and at several tasks simultaneously. Ability to work effectively and accurately under pressure.
Ability to maintain confidentiality of personnel data and work with a wide range of people.
